The finder hunted along the Ohio River in Spencer County, Indiana--numerous Hopewell camps and lithic workstations line that part of the Ohio (Adena as well, but not many Mississippian camps, so based on the style of this red slate (or catlinite) Gorget Preform, I'm assuming it's Hopewell--those people were traders, always looking for unusual materials for their tools, etc... This piece was never drilled, but I find (under magnification) what I think are two 'marker divots' where the maker planned to drill--see the pencil-point photo. Again, they're so tiny of 'marking spots' that it could also be I'm convincing myself that's where the bore holes would have been--you may find some other 'markers' that convince you the holes would have been elsewhere. Length is just under 2&7/8", width is 1&5/8". The thinness is remarkable, 3.5 sixteenths. The entire circumference is ground, shaped, the faces ground it a very, very smooth surface.
